At the top of steering EAYA is the Governing council. This council is composed of atleast 14 members. Nine represent each of the member countries and are called
Country Co-ordinators. In addition are five permanent Secretariat Co-ordinators, whose work is to oversee the running of the secretariat

Below the governing council is the The Secretariat. This implements the deliberations of the council, and also seeks to involve EAYA in other projects benefitting youth in the region.

The National network is answerable to both secretariat and the council
